Centre for Environmental Policy and Advocacy (CEPA) is implementing a project entitled “Improving Smallholder Resilience through Customized Climate Services,” with financial support from the Development Fund of Norway through a consortium of NORCAP under the Norwegian Refugee Council (NRC), Chr. Michelsen Institute (CMI). and Norwegian Research Centre (NORCE). Funded by the Norwegian Agency for Development Cooperation (NORAD), the consortium brings together expertise across the research practitioner divide to address identified needs and gaps in the climate services value chain in Malawi. CEPA seeks to fill the following positions under the project: MONITORING, EVALUATION AND LEARNING OFFICER Location: Lilongwe The Monitoring, Evaluation and Learning (MEAL) Officer will be responsible for the design, coordination and Implementation of the monitoring and evaluation, research, and learning framework of the project. He/ she will facilitate the development of a systematic monitoring framework to manage the qualitative and quantitative evidence gathered by the project. Hel she will also provide technical assistance to staff and partners in monitoring, evaluation, documentation, learning and reporting issues. Required Qualifications At least a university Degree in Statistics, Demographics, International Development, economics, or related field. An Advanced qualification in MEAL, statistics or economics is preferred; Experience in designing, implementing, and operating project MEAL systems from project initiation to closeout stages; Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEAL and performance monitoring plans; Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies; Understanding of Randomized Controlled Trials (RCTs) for impact evaluations will be an added advantage; and Ability to work in a team, manage multiple priorities and work under tight deadlines.
