Under the overall guidance of the Programs Lead, the MEL Officer will support Ulalo’smonitoring, evaluation, and learning functions. The officer will help ensure that Ulalo’sprograms maintain their strategic focus, that project activities achieve intended resultseffectively and efficiently, and that data-driven learning improves our impact on programming. JOB PURPOSE The post-holder is responsible for developing and implementing monitoring, evaluation, andlearning strategies, monitoring project and program activities and progress, reporting onprogress and providing feedback, conducting capacity assessments, and assisting withplanning and resource mobilization. PERSON SPECIFICATION Essential 1. Possess at least a first degree in Demography, Statistics, Social Science, ProjectManagement, Epidemiology, or a related field from a recognized institution. 2. A minimum of 2 years' experience in designing and implementing Monitoring &Evaluation (M&E) for development projects. 3. Proven expertise in data collection, analysis, and reporting, including hands-onexperience with online data collection tools such as Kobo and CommCare, as well asdeveloping and utilizing dashboards in Excel, PowerBI, or similar platforms. 4. Strong analytical and evaluation skills, with the ability to handle, clean, and analyze largedatasets using statistical packages like SPSS, STATA, and Excel. 5. Demonstrated strong training and facilitation skills, specifically in conducting high-leveltraining and capacity building on M&E tools and systems Desirable 1.
